parking ticket ? now to High Court

I have received a parking ticket and made submissions to the local authority prior to the issue of the notice to owner. I have had an adjudicators hearing and have appealed the adjudicator’s decision. My argument is that the PCN does not have the wording “all representations made prior to the issue of the NTO will be considered”. Furthermore, the councils 1st reply stated that they would “not be able to enter into further correspondence regarding this PCN”. It’s my understanding that TA05123G Taunton Deane –v- Saxon that the adjudicator ruled that it must be stated that "all submissions will be considered prior to the issue of an NTO"on the PCN. Am I right or wrong or on very thin ice here? The point was clearly raised at the initial adjudicators hearing and at the appeal after. thanks. Nick
