You could switch off the HW at the UP2 and when your bath runs cold you have found your answer:D. But also look for a electric cable going from the cylinder to a switch. Though I can't see anything obvious in the photograph. The visible cable I *suspect* will be to the cylinder thermostat.

Hi that system looks like an unvented with conventional boiler not a combi. There are so many things that can be a problem you really need to check the obvious like 'power on' 'programmer on' 'thermostats on' etc if that fails call a 'Gas Safe' engineer that is qualified to service unvented. They can be dangerous if messed around with by a novice..It might be just a particular type of domestic sealed clad cylinder.
The two 'silver boxes' are valves one for the heating and one for the HW. Depending on the demand (Via roomstat or cylinder stat) one or other or both will actuate when the programmer is calling for heating / hot water..When you bleed the radiators the pressure will drop this needs to be pressurised via isolators near the expansion vessel, you have an automatic air bleed (black plastic bottle with a small red cap) Just below the expansion vessel on the wall, but more often than not they fail and leak..The expansion vessel (round white cylinder) thats just there to take up the system water pressure when its heated as hot water will expand. It takes the place of the roofspace feed and expansion tank.
When you bought the flat the gas appliance etc will have been inspected and serviced, the documents should be in your possession and must be repeated annually.
The manuals for the appliances are also now a regulation and should be in your possession.
That system is a bit dated but as long as it is working then it will do unless you want a more modern efficient system.
I cannot see the model number of either boiler or cylinder.
Most people do not use the electric immersion heating they use the gas boiler to heat the water and run the heating. The immersion is handy if the boiler has a problem and fails you then at least have hot water.
