tax credit messed up

I am posting this as my daughter and her partner need advise regarding tax credits.
Basicly my daughter and her partner had a newborn 6 weeks ago. At this point they were not living together so my daughter was claiming IS for herself and CTC for her other 2 children, she informed TC that she had now got a new born and her claim was meant to be adjusted.
Then her partner moved in and she informed TC and DWP of her changes.
TC stopped her claim immediately and told her that the back pay she was due for the new baby would now be paid next year when the annual review was done, she was expecting just under £100. They told her that the "new" claim would be done in approx 4/6 weeks.
She phoned them up earlier this week and they informed her that an "error" had been made when they were inputting their bank details into the computer!!! She has now been told that because of this her claim will now take another 4 weeks before they get any TC at all.
Her partner is only paid monthly so will not be paid until the 3rd of next month. They are worried sick about paying their bills and are struggling to feed themselves and the 2 older children who are 6 and 18months.
Is there anyway that TC can give them some money as an emergency. They have been advised that they will receive the amount of TC as her partner only earns £14000 a year before stoppages.
Any help or advise is really appreciated, thank you.

the partner will only have been paid a couple of weeks ago, does he have no wages left? If she was on her own with the kids then she will still have a 4 week run on for housing benefit etc, so won't have rent to pay.
I have never heard of tax credits giving interim payments, maybe family can help out until they get this sorted?
Also if this parner is not the father of the other children, then surely she'll have child support and can feed them all off of that.0
