Urgent SFE Problems, please help

I've been having serious issues with SFE dating back to about January, but the crux of the issue is thus :

In 2009/2010 tax year, my mother got a one-off lump sum payment from her State Pension (£11133), which puts us over the earnings level for that year.

Of course, since this was a one off, she will not be receiving that this year, and due to this, I submitted a Current Year Income Assessment form to SFE in June of this year, and have not heard anything back from them, despite ringing them over and over and over again, and being promised calls back from team leaders (and the managers of team leaders) which have mysteriously never materialised.

They seem to have lost the documents, (Including P60's for the 2009/2010 tax year from both of my parents), however on previous calls I have been told that the person on the other end has found them scanned at the end of other documents, and would re-submit the forms, but when I called them today, it seems they have lost them again. My girlfriend spoke to them on my behalf and they accused her of lying about submitting the forms in the first place - the response was "we only have your word that you sent them in the same envelope as the current year assessment form, and we have that form but not the evidence, so you didn't send them".

I am coming to my wits end, it is getting to the point where I am dreading picking up the phone to call them (as I have what could be termed a "hidden disability", which makes me anxious about 'phone calls anyway) and it has gone beyond a joke.
I move in to my uni house that I will be sharing with my girlfriend on Friday, and the current assessment I have leaves me with enough to cover my rent, and will leave me about £40 for food until January....

I'm really worried and i'm losing sleep and everything is just getting ridiculous, can anyone help/does anyone have any ideas?
