Mould, damage to property - rising damp

Good Afternoon,
I recently bought a new build from a 5 star awarded well known builder, it is a ground floor 2 bed masionette, this is mine and my husband home we bought to start a family
We have recently found damp. We are complying if not more so with the ventaltion and tempature constraints all advised by the builder.
From looks of it we are suffering from rising damp, not only has my health been affected. Chest problems, mould sensitivy sytoms, coughing runny nose and streaming eyes, my dog has also developed a cough.
I have 75% of my clothes suffering from damp and mould, I have all bar one piece of bedroom furniture damaged (expesive units). All carpets are damp, sofa is a damp,
We are not the only one suffering other masionette within the block is affected. They were affected before us, as they have lived there longer, the developer had not mentioned to us that it is happening to them or advised us to watch out for it, should they of?
What are we entiltled to and how soon? Where is it best to go to, we have briefly spoken to citerzns advice?
Any advice and support is most appreciated.
Many thanks
A very upset and frustrated couple
