Received parking fine- person no longer lives here

ParkingEye are known for their empty threats, that is they don't even involve debt collectors. Two letters, the second claiming to be the third, is their normal limit.
What Halibutt said is true, about informing the DVLA that Mr X has moved on. Either way, bailiffs are not the problem. They have to know whose property it is they are entering and also have to be sure that what they are taking is owned by their target. Otherise, if Mr Blair or Br Brown owed money, we could have bailiffs storming No.10 and taking Mr Cameron's 12-piece jigsaw puzzle (his own).0 -
Hadeon, the reason i opened the letter is that there was no name on the envelope. It simply had my address on, once i had opened it i realised the reason for this was due to the address on the letter not being low down enough for it all to be shown in the window0

Therefore for all i knew prior to opening it, it was intended for me0 -
Thanks for the responses everyone, will just leave it. As i said above, the reason i opened it was that it simply said Flat 6, blah blah blah. Could not see name until opened due to placement of address and/or envelope window.0

And what a result that you did open it! You've learnt the entire private parking game is a scam contrived to get rich by harassing unsuspecting people. Can you give everyone your assurance you will not pass this onto the old person, just to be safe because we don't know whether he might just pay it.0

I have no idea where the previous tenant lives so it's impossible anyway...0

Thanks for that clarification of the situation.
If I were in your shoes, I would simply return the letter marking the envelope 'Return To Sender - Not known at this address', making sure that your address is obscured. That way RM would open the letter then reseal it to determine the sender to whom it should be returned.0 -

Indeed which has been clarified by the OP in later posts!0 -

Put the letter the wrong way around in the window envelope.
Yes, as I understand it Royal Mail will have to open the letter to determine the sender and will then place that in an envelope stating that they had to open the letter to determine whom to send it back to. This might stop Parking Spy, but if you do get any letters you suspect are from Parking Eye, send them back 'Return to sender'.
Anyone - Do Parking Spy put a return address on the rear of the envelope?0 -

Yes - it's in Leeds I believe. I send them back all the time. We've had quite a few games of postbox-tennis! I usually win because they don't return!! Kind of them to pay though.
