Would you report this (potential) benefit fraud?

My downstairs neighbour has been subletting for ages but at the time he was working so I didnt think much of it(at one point 4 people living in a 1 bedroom flat!)
However he has started signing on which I only found out but at first he was subletting but now I believe he is lying about who lives in the property.
Reason being I went round his flat earlier and the subletting person told me he moved out last week yet he is still coming into building a lot(so must at least have keys) and asked me earlier to borrow a hoover(he has never owned one in the time I known him) and asked me if I fixed his laptop he asked me to look at last week yet.
So if he hasnt moved out and just subletting that alone is benefit fraud isnt it? or is he tas told benefit people he lives elsewhere to get benefits elsewhere then that would be fraud too.
What would you do

Well there's a lot of questions to answer. The first being does he own the flat or is it council or housing association. Is he claiming he lives there whilst actually living somewhere else. Has he moved back in and told the h/b he is sharing with others. You say four people couldn't live in a one bedroom flat but they could, up to four people could live in one bedroom easily. My friend who lives in a two bedroom has been told her flat could easily take 2 adults and four kids at least before being classed as over crowded. Times have changed, housing is in short supply.0

And what if he isnt? he in general is a dishonest person and always scrounging off neighbours.
Anyway I have more doubts now as got a text from him earlier saying the internet in the flat wasnt working and since I let him use it normally as long as he pays half the charge how would he be using it if he lived in other part of town plus when I went to bed last night I went to switch off router and notice it was in use quite heavily(the faster the lights the more bandwith being used)

Its a private let which the rent is £400 per month and the flat is identical to mine in laybout as mine is above his.
The living room is large and he has a double bed in the corner, the bedroom is a box room, I suppose if the room was stripped of furniture you could put 2 double beds side by side but couldnt really get anything else in and have a little leg room at bottom., the kitchen is actually larger than the bedroom but still small.
I suppose if I lay against one wall and tried to reach the other it would be about 8-10 feet in one direction and about 12 sideways.
The issues here is since I dont know the full details of his benefits amd when I speak to him sometimes its hard to understand him as he is Polish but the way he comes across is dodgy as he has a repuation of being dodgy in many ways(including his friends breaking into my other neighbours flat)0 -
what would i do?
i`d keep my nose out of other peoples business thats what i`d do0
