Reclaiming Reduced Council Tax

Not sure of the correct forum for this. So I was rather disorganised in the past and have just dug around and noticed that while a student from 2005-2008 I never informed Wandsworth I was a student. For the last two years of that period I lived with just my partner so I was entitled to a reduction but I never applied for it. I have my exemption letter in front of me which has been stamped by the university but never sent. Is there anything I can do to reclaim this?
Also I have an uncashed cheque from 2008 due to overpaying my account after moving. Can I get them to reissue it?
And a letter from them in 2007 saying I overpaid and it appears I never sent that off but I may have - no idea for how much. EDIT: Seems like this was £120, I found the close account letter.
So I am sorting things out and wondered if it is worth my time investigating. I have overpaid them by around £500 in this period. I know they have six years to claw any money back but do I?

The council can claim back money as far as back 1993 - the statue of limitations does not apply. The only caveat is if the council issue a Court Summons it must be done so within 6 years of a demand notice being issued.So I am sorting things out and wondered if it is worth my time investigating.
Providing suitable evidence can be provided there is no limit to how far back discounts & exemptions can be claimed.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

Luckily my disorganisation was placing everything in a pile so I seem to have all the council tax bills and I still live the same partner who can state it was just me and here living together. I shall piece together and see what Wandsworth have to say.0 -
Yes you can. As they have six years to reclaim money off you (to get a liability order-if they have a liability order it's always outstanding to the council) you also have six years to claim it off them.Also I have an uncashed cheque from 2008 due to overpaying my account after moving. Just to clarify, YOU didn't have a discount at all as you were exempt from CT, it's your partner who was eligible to claim the 25% single occupancy discount. I suspect that it will have to be your partner who makes the claim, supported by proof of your student status, although that may be further complicated if you were named as the householder.0
