Help with phone connection + broadband

Hope someone can give me some advice. .

Friend moved into 4th/top floor flat, has phone socket but no connection , needs internet access, light phone user as has mobile.

Firstly any suggestions for phone line rental provider, how much would be connection charge (presume has line in place) and any thoughts for normal user Broadband provider.
Is it best to get both from same provider.

Friend is on low income but doesnt want terrible service.
Sorry for all the questions but really dont know where to start helping her.
