Self Employment Credit Help pleasee

A bit of a saga.
I have been umemployed and on JSA for 2 years and am starting to get some freelance. I have done some work under 16 hours a week and delcared it and carried on signing on.
I was going through the 8 week period to move onto self employment credit, get a mentor and business plan support, otherwise the JCP would have put me onto the work programme
I was offered some work last week that would pay £500 and take more than 16 hours.
So I needed to sign off to do the work.
Having signed back on I discover that you need to be signed on for 13 weeks to qualify for self employment credit, so havng signed off for a week to be self employed, I now have another 13 week wait before I can get some business help.
HOWEVER signing off for a week does not "reset" the period at which you have to be sent on the work programme. Which I an due to be sent on.
It seems very unfair. Had I not accepted a week's work and signed off to do it then I would have been entitled to the credit and Self Employment support far sooner. there seems no incentive for helping ones self with the way the system is?
Any advice please?
