thanks for the link and replies-i thought it might be the case it seems everyone does it in my road though and even on the main road where there are single yellow lines people park there all day and never get done its quite laughable round here

the other stupid thing is my close has a path going all thr way round so the dropped kerb wasnt even needed there was naother one round the other side people can get toWhat goes around-comes around0

I think you'll find that it is illegal for a vehicle access with a dropped/lowered kerb to be blocked by parked vehicles at any time. Call the Police, they can ticket the offending vehicle.
Also, contact your local Highways Department of your local council, such an access is entitled to double yellow lines.0
