Longer term savings for education

I want to put aside a regular amount a month for five years. This is to help my younger son who has mild special needs when he gets to secondary age. He's in a great primary school but we're not impressed by any of our local secondary schools and fear he may need to go private. Where should we be putting a regular amount where we can't touch it every month? And should we use his tax free savings status as the first rung on the ladder? We're more used to spending than saving - so utterly clueless
