noisy neighbour problem

we have a flat above us and until recently knew the person who lived there he has now moved out and a new person moved in since his move four weeks ago he has done nothing but bang saw and use what i belive to be a drill usually until 3am ( all i know is it shakes the whole house)
i believe he may have put laminate flooring down cause it sound's like an earthquake every time he stomps across it he also has his daugter round and they are both slamimng the doors and the front door every time they go in and out (up to 12 times a night sometimes ) i did leave a note politley requesting to keep the noise to a minimum if possible but it seems to have been ignored
it is upsetting my girlfreind who suffers from depression etc and she's giving me more grief the more it happens
any idea of whats best to do
i would approach him (but he has a bit of a temper as ive heard him shouting at folk in the street)

If he's just moved in, I would expect the banging and sawing etc.. I don't think it will be a continual problem, he's probably just getting things up together, and maybe he has no choice but to work into the night due to working daytimes??
As far as the banging, I would have done what you did, put a note in if he's not approachable, as that seems to be ignored, could you not approach the landlord? (assuming you rent), failing that environmental health, if you feel the noise is unreasonale. Although that unfortuatley is the problem with living in flats! It would more than likely be chalked down to living noise

OP, either speak to your neighbour or if there is one to the landlord. I have had similar problems recently. Some people refuse to accept they are noisy. Are other neighbours affected by the noise, if so speak to them. Involving the enviromental health may help, ask them for advice. Keep a diary of the noise. If your neighbour becomes abusive or threatening call the police.

If the whole house shakes when he does whatever it is that he's doing, you may want to call in a surveyor..................

I don't agree, the OP said he has a temper, a note is the best way if you feel intimidated or you don't feel the person can be approached! Far better than going straight to environmental health, or a landlord!0 -

In the past I too have had the upstairs neighbours from hell (!!) Yes, you can expect a bit of banging and crashing when someone first moves in, but not till 3am!
Where we are now there's actually a ban on tenants having laminate flooring, so I'm guessing this might be the reason why..

Sounds like what happened in the house next door to my mother-in-law. Several months later the place was raided and a cannabis farm was discovered!:A0
