Removal of programme and somehting else..

A couple of questions please to those more knowledgable:

A small box pops up on screen when pc switched on and will not go away.From what i gather it is not an infection.
It is entitled 'Sonic update manager' and it keeps trying to install updates but it wont let me do anything and keeps going round in circles.Even when i click on the X in the red box it will not shift.
I will be grateful for ideas .Thanks.

My second question sounds silly but i have a programmes installed from a previous defunct modem being Voyager 105 ADSL(from previous ISP).It uses 8mbs.I'm sure its not a problem per se but how on earth do i uninstall it?

When i try to remove it a box appears saying "Error loading newdev.dll".Click "ok" then a box syas "Admin priveliges are required to uninstall,install or configure D8L software".
I havent a clue what that means.It is my PC so i am the administrator i suppose.(i dont really know what an admin is to be honest.
