Argument with housing management company

Hi all,
I'm not sure I've put this in the right forum, but I'm hopeful....
I could do with some advice.
I live in a flat that has secured gated access to our car park. The estate is 'managed' by a company called Cosmopolitan (who deal with a lot of social housing, but I'm a private renter).
My key fob access key to the car park has broken (it is less than 3 years old) and they are demanding £60 for me to have a new key to access the car parking space I actually pay extra for....
I have asked them to explain and justify their charge, they have refused simply stating "We get charged for them"
Can I use 'merchantable quality' or fit for purpose on them from the Sale of Goods Act or does it not apply? Surely an access key you are going to use 2 times a day should last longer?
Any advice greatly received.
