Should I pay cancellation fee to Scottish Power?

Hi can I just check then as a customer of scottish power looking to move, contacted them today to get the name of my tarrif and annual consumption details and advised them I was moving and they advised me they will levy a £51 cancellation charge ? now this doesnt seem like a chrage for not notifying them previously they explained it to me as it was a charge for being on a capped tariff and keeping it capped Im choosing to opt out and before anybody points out ove been on this tariff for 3 years now so well outside the contract term of 12 months cant understand the charge ? - surely my call today was notification to them of my impending cancellation ?
what do people think
Plus the tariff they said I was on CAP Q doesnt seem to exist ??? massively confused as I cant find it on the comparison sites ?0
