hfc advice please, complaint rejected

can i ask some advice for my friend, he had a complaint in with hfc and they rejected the complaint. and made it there final response
He is a civil servant and gets 6 months full and 6 months half pay on sick. has a full redundancy packet, and support of parents
the complaint was put in under these facts.
They attached all documents with the rejection letter and when looking at the ppi policy it states that ppi will be payable for 60 months and that is the reason for the rejection.
where can he go with this? should it be sent to the ombudsman? or does he not have a case now?
the documents confirmed that he told them about the 6 months full and 6 half sick he would get etc and the loan as for £5000 and over 84 months at £140.41 per month. I am sure if the worse had happened his parents would have paid any remaining balance off. He was 22 when he took the loan, which was sold in pcworld
he told me that he doesn't recall anything really being discussed and no recommendations being made about not taking ppi

Was this the final decision?
The final decision should confirmed in writing with details if eligible to complain to the Financial ombudman service (FOS).
If these details are not enclosed I would write back and ask them to reconsider giving them further information, but otherwise complain to the FOS.
