Why? I think you're comparing apples and oranges.

On this thread, it's been pointed out that gifted children do have "special needs", that is, needs which are different from average.

I don't think that this necessarily means that it comes from the same pot of money, or that the amount of resources expended on a child should be the same. It depends on the type of needs and the support that is required, which will be different.
