The whole system is a complete farce.
Builders won't build unless prices rise. People can't pay the prices.
Therefore, stalemate, and the government says 330,000 homes are not really all that important as it's only a years worth anyway.0 -

Perhaps if they had to pay full council tax as soon as permission was granted, they might get the houses built. And if they won't, make them sell to someone who will. They have already made a healthy profit from the planning permission.
Compulsory purchase was used to clear the slums, so why not to free up plots with planning permission? This is too important to be left to a handful of greedy companies.Been away for a while.0 -

Produce as much as you can, sell at a loss?

Virtually everything is made to suit demand and retain some profit, from what I remember builders wrote down £100's of millions in land costs in 2008.
