Housing/Council Tax benefit without JSA?

Hey guys, just need a little info.
I was on JSA about 3months ago (had my HB/CT paid for) and I went to Canada on a working holiday visa. I didn't find a job out there so I've come back for a while and I want a job ASAP and earn some money and go back out in 6months or so.
I live with my mom (in Coventry) who works 16hrs a week and my younger brother (18) who's about to start Uni shortly. I don't want to go back on Jobseekers because it's depressing and everytime I seem to go there, I feel like I get no help and end up feeling like I don't want a job!
I have £7k in Savings which I'm saving up for a deposit on a house in a few years (this isn't from the JSA, it's money I earned previously while working). Now I'm back from Canada, I need to obviously let the council know so I can get myself back on the system.
My question is can I get CT/HB paid without having to be on JSA? If I tell them I can live off some of my savings for a few months, would it be ok or do I have to go on JSA? I'd rather look for a job on my own!, I'm currently back Volunteering at a charity shop (which I enjoy), which the agency the JobCentre sent me to last time found me

having over £6k in savings would affect your claim for HB/CTB, it would also have had an affect on any JSA claim you made, did you tell them about your savings when you claimed JSA before?0

if you live with your mum, you wont be able to claim hb/ctb anyway as you don't have a tenancy0

Having £7,000 would only involve £4 of assumed weekly income. Someone on JSA is allowed £5 weekly income before JSA is affected and someone on HB would be allowed £53.45 or £67.50 weekly income depending on age. Loans cost 2.9% per year (Nationwide) = FREE money.
