JSA and sanctions

Asking for my flatmate
He was working up until June. He had 3 periods of sickness (1 stomach bug, 2 for depression. He was signed off work, and then had a phased return to work but because he was on probation and had 3 periods of sickness he was given the choice to resign or be fired.
He resigned as his GP had advised him to do because of the depression.
He then went on to claim JSA (IB).
They sent him 2 forms asking for further info as to why he left, he told them he'd been signed off with depression and advised to leave his call center job (and to get a job not in a call center).
Today he got a letter saying they cannot pay him JSA because he has insufficiant NI contributions, which didn't seem related to his claim in any way as he was claiming income based (?)
Can he appeal the decision? He left because a)he was advised to by his doctor and b)because the alternative was getting fired.

I'm a little confused but am going to assume he's been sanctioned?
He needs to ask for a reconsideration, forget about what his doctor said, the most important thing is that his employer gave him the choice to jump or be pushed. In this instance he either cannot be considered to have left voluntarily or if he is the absolute maximum length of sanction is the number of days between him leaving and when he would have been dismissed.
I know that's a bit ambiguous 'cannot ...... but if he is' but there's little info to go on.0 -
