European Health Insurance Card - kids

My kids are going on holiday with their dad end of the month. One is 17 and I've applied for a card in his name.
The other one is 13 and seems no way to apply for her card. What happens then?
I could apply for one and put her as a dependent but I'm not going - does that matter? Can she just take my card and use if necessary?
Can't trust husband to do it.

Apply for a card yourself and apply for the 13 year old at the same time. It makes absolutely no difference that you are not going yourself. The card is valid 5 years and covers multiple trips in that time. I am a teacher and I regularly take children overseas after their parents have sorted out the EHIC. Just make sure you do it directly with the government site http://www.nhs.uk/NHSEngland/Healthcareabroad/EHIC/Pages/Applyingandrenewing.aspx Other sites may charge you a fee.
You should also take out decent travel insurance http://www.moneysavingexpert.com/insurance/cheap-travel-insurance. The EHIC will cover public health treatment throughout the EU, but it won't pay for things like repatriation. This means that if your 13-year old breaks their leg, the EHIC will cover the cost of setting it in plaster but not the cost of getting them home if they miss their flight as a result0
