Parking ticket notification error?

Dear all,

Looking for some advice. I admit that I aprked on double yellows one morning whilst running into Tescos ( a lot of us have done it haven't we?) when I came out literally a few mins later an enforcement officer from Council was stood next to Car. He saw me and I said sorry mate and he went 'no bother' and walked off without issuing a ticket.

I now have a leter from Cardiff Council telling me I have ignored previous notices (which I never had) and tellimg me that if I don't pay 70 quid by 23rd September the fine is raised again!!

As I did not get a ticket in the first place surely I have grounds to appeal? If I have is there any info to go about this on this website?

I wouldnt have minded paying 25 if I had to but to tell me that I have not paid pevious notices which I never recieved is a bit off I think.

The NOTICE TO OWNER letter was my first knowledge of this incident, is that correct procedure?

    Sounds like you should appeal, stating that the Council has not followed the correct procedure:

    I believe they usually take photos of the car parked incorrectly, and of the PCN attached to the windscreen, so if the council cannot produce the latter photo, you stand a good chance.

    Always appeal any Council PCN, whatever the reason for issue, even if you are 'bang to rights', because if you appeal well enough and far enough you should win! And you are not 'bang to rights' because they never gave you a ticket. This situation is called a phantom PCN and sometimes CEOs just prepare them & throw them away, knowing that some people will pay (shocking isn't it?).

    Post a picture of the Notice to Owner in a new topic on pepipoo forums - they are the experts and can get most people off most PCNs. In your case the PCN was never served so if the NtO claims that it was then you should win. Post here with pics of the NtO, all pages (minus car reg/PCN number and your name/addy):
