pingpong between HSBC and FOS

I am kind of stuck between HSBC and FOS and want to know if something can be done.
I complained about my PPI in August, 2010 to HSBC. They put my case on hold in November, 2010 and that is when I forward it to FOS. I got letters both from HSBC and FOS in June, 2011 that I will hear something from them before end of August.
I heard nothing from either of them until today. I did call HSBC last week and asked and they said they upheld my claim and written to FOS in July, 2011 and I should contact them. When I contacted FOS they said they can’t see anything on my complaint and the investigation is continuing. I also emailed the person at FOS who has signed the last letter and the email bounced back saying he no longer works there.
Can someone say what I should do? And also if someone is in similar case then please share your story.

There is a very high turnover of adjudicators at FOS. The pressure is very high and the morale is low according to friends who have had the misfortune to work there.
