How to get a benefits review/recalculation?

My circumstances mean that i am unable to work due to long term health problems & I claim Incapacity benefit & Disability living allowance along with Housing benefit & Council tax.
I've done the MSE benefit checker and also assessed myself online using the directgov website & both advise that i should be eligible for full rent & council tax benefit - Currently i am paying a 'top-up' payment of over £20 per week.
Is there any way i can ask for a benefits review? None of my details have changed since my original claim was made but I'm wondering whether the original decision may either be wrong or contain errors which is why there's the difference between online checks and what I'm receiving - IYSWIM!
Anyone able to shed some light?

You do know that full housing benefit no longer covers all of your rent, in all cases, but may be capped at a lower value?

I thought I wasn't going mad.
I was thinking about this proposal.

This is a similar proposal to reduce HB for people with too-large properties.0
