Pre-registration car damage

I was travelling past the Range Rover factory in Halewood yesterday, and I saw a brand new Evoque limping back to the plant with a big chunk missing from its rear bumper. It looked like someone had been testing its off-road capabilities and went a bit too far! The car was so new it hadn't been registered yet, and was being driven on trade plates.
That got me wondering: if the factory patch up the damage, can they then sell it as a brand new car, or would they have to declare the damage (like with refurbished or ex-display electrical goods)?

Loads of new cars are damage, repaired and sold on as new, happens every day.0

Loads of cars get damaged on the transporters. The transport ferries also call on dealers to do the odd touch up here and there
