help needed dell media loop

dell inspiron 6400..vista premium
the media direct programme is constantly looping on..can't get comp' to boot just keeps looping to the media direct screens..
eventually by pressing buttons LOADS of times in no particular order it manages to boot...
found this via Google
Since Vista is already installed go straight to "Control Panel" and open
"User Accounts and Family Safety" then into "User Accounts" and TURN
OFF "User Access Control" from here and reboot when asked.
Once rebooted put the MD3 DVD in the drive and CANCEL the automatic
install (Press ESC to CANCEL or you will HOSE your partitions and all your data and files!!!)
Explore the DVD and go into the folder called "DELLKIT" and right
click on the file called "DELLKIT.EXE" and select "Run As
Administrator".
Run file DellKit.exe to install MD3 to your Hiden Partition and
Windows System
This will then bring up the same install screen for MD3 and hit
Enter. This should now let you install MD3 into Vista with no
problems and now REMOVE THE DVD from the system.
i fail at the first instruction as i can see no 'off' option on this screen
(i'm sorry..am really not good at this techie stuff and feel a fool as the instructions look fairly simple to do)
if anyone can help it would be most appreciated....

well that bit must be done then as the 'box' is unchecked..
next problem is at the 'access file "DELLKIT.EXE"
it says run as admin...
i don't have this option, nor does it give me a 'run' option0 -
right-click on the file, and you should get Run As... as one of the menu options, that's the one you want

I have a dodgy "i" key, so ignore spelling errors due to "i" issues, ...I blame Apple

thats the thing....i right click and it's not there...no 'run' no 'run as admin'...just an 'open with' option(which none of my programs seem to be able to do)0
