funding for 19 year old at college in scotland

does anyone please know what funding would be available for a 19 year old going to college in Scotland doing an HNC? Apparently they have just received a letter saying their funding will be a loan of £40 a month. The mother is a single parent on a low income - dont know if that makes any difference and the student's father passed away a few years ago.

If she's doing this full time she should receive the normal HE funding package as well as having her fees paid.

and they could always get a part time job to hrlp contribute to the household0

A lot of places are starting to recruit their christmas staff, it could get a foot in the door somewhere, Argos and NEXT are good places to start0 -
I really can't see where the £40 pm comes from - it should be much more than that.
