Update.
I gave up on WestBrom and went for Derbyshire. I've exchanged several emails and in all of them they deny catagorically that they accept FPs.
However they confirmed what sort code they use, and UKPayments definately list that sort code as accepting FPS.
I believe:
1) staff do not really understand FPS and how it works
2) their internal training/manuals simply tell them "we have not yet implemented FPS" so that's what they repeat
3) in a sense they are right - you cannot transfer money via FPs from your bank account directly into your DBS account
4) but you can (I believe) use FPs into DBS's bank account (the sort code they use) from where it is allocated (next day) into your personal account (which of course is exactly the same process as a BACS transfer)
Once the account is open I'll test and let you know!

Update - I have to share this.
1) Derbyshire BS clearly DO accept FPs. I have made a test transfer and a) it appeared in my DBS account the next working day, but was dated the same day as it was sent from Natest, and b) it was shown as "FP Bank Credit".
Seems pretty conculsive to me..... but not apparently to DBS! Email exchange follows:

As my colleague is rightly informed you , Derbyshire building society does not subscribe to faster payments. Other banks or building society that are transferring money into us that subscribe to faster payments , may get it to us sooner but there is no guarantee that the payment will be in before 3-4 working days, it may, but there is no guarantee.
