Double Glazing Query = Planning?

Hi Hope someone can help, have just bought a property, however it needs new windows.
It was first thought it was listed, we have now established it is not and despite being attached to a listed building does not come under the curtlidge.
However upon querying having the windows done (just to cover my back as next door not happy we bought house) I am told that I need to pay £50 for them to check if planning is needed.
I asked them to explain as surely everyone doesnt get planning to put plastic windows in do they? Anyway they say they need to check if there was a clause put on the property to state plastic could not be used - were plastic windows even in existance in the early 1900's when my house was built?
My theory is just do it and deal with repercussions later, surely they are just trying to wrangle money out of me?

I don't know about the specific queries but sometimes things are difficult if the house is in a conservation area - this can put restrictions on things like type of DG.0

who is trying to charge you £50? I have heard that some local autorities were thinking of charging for pre-application advice, so it may be that - in your case i would imagine it will be worth getting a formal note from the la to say you do not require planning permission, otherwise it sounds like your neighbour will definitely report you and you may end up having to try and get retrospective planning (which can be awkward) - if you don't need planning permission it would be £50 well spent in my opinionThis is a system account and does not represent a real person. it's not pre planning their exact explaination was that some builders put a clause saying you can't put plastic windows in the property0 -

I wouldn't go this way, as they could make you take everyone out again. If you neighbour is unfriendly why not chat to others to see what they have had done.0 -

If there is a clause put in the titles by the builders surely this is nothing planning dept have any control of. If the planning dept put a condition on the approval for the development/redevelopment of the property then they may have some say in types of windows installed.0 -
download a copy of the deeds from the Land REgistry (cost £4), then write to the council planning & advise you will be using FENSA approved installer (send them copy of land registry data) & would like them to confirm in writing that there are no restrictions in your choice of windows.
Cobblers- No way would I be paying them £50. I'd write & bet you get a response. Maybe you just spoke to a jobsworth.
My local council say on their website that they charge for pre-planning advice, but I've just phoned them up & asked for duty officer who confirmed I could fit whatever I liked..0
