No you can't.

"Withdrawals over the telephone or via Internet Banking. New payees must be set up via
Internet Banking before being managed either on the internet or over the telephone.
Money can be transferred internally to another Santander account or externally to
another bank or building society account."

Standing orders generally can't be paid from savings accounts, they need to come from current accounts.
