Tiscali and 14 days cooling off period..?

what is this all about...we tried to order broadband today and they say they cannot send the modem out for 14 days because there is a cooling off period to allow people to change their minds. But how can you change your mind if you cannot try out the modem and their call centre...? anyone had any experience of tiscali and does anyone find this a bit absurd????
