I think these figures are not right. Anything over 18 pounds is liable to VAT which is charged on the item value + postage cost. £135 is the value where duty starts to be paid.
OP, the good news is that USPS items are usually handled by Royal Mail where you stand the greatest chance of it slipping through and being delivered with no payment being demanded.
As the OP had not stated that he bought the goods, quoting directly from HMRC:
Gifts sent from outside the EU
If you're sending or receiving a gift from outside the EU:- Excise Duty is payable on any alcohol or tobacco products.
- Customs Duty is payable if the value of the gift exceeds £135, but will be waived if the amount of duty is £9 or under.
- Import VAT is payable if the value of the gift exceeds £40.

Do you have the tracking number?
I have found that (usually!) a USPS tracking number will work in the Parcelforce website once the parcel arrives in the UK0
