cowboy builder help please!!!!!

Options
hi, i will try to be as brief as possible.
firstly i am in scotland as that will make a difference to any laws.

i had a monobloc driveway done in feb 2009 (i then was extremely ill from june 2009 -mar/apr 2010) just to let you know why this has taking so long.

the driveway is all uneven does not have a straight line anywhere does not have proper drainage put in and would all have to be lifted levelled and relaid so basically its a mess and would need to be done from scratch again.
i contacted trading standards and followed through all the procedure with them in order to sort this but the builder basically ignored everything, i then went through the sheriff officers and because he again ignored everything from them i had a decree for payment granted in my favour.
he is still not doing anything about this and at one point was under the belief that the courts had paid me out???
the guy is just dodgy and i unfortunately paid him cash but now i have this legal documentation entitling me to my money back plus expenses but i cannot move it forward withput having to keep paying out which i am reluctant to do as the costs keep going up and i am getting nowhere.
i do not know where he banks so cannot have an arrestment done and i do not want to keep paying out money to end up getting nothing back he was due to give me approx £2200 but now its up to £2600 with all the fees and expenses added on can anyone please help as to how i can get this sorted i have pretty much tried every way i can think to let him know i am serious and want my money but he is just going about his dodgy little ways and probably thinking he has got away with it which i do not want to happen.
i just do not agree that its fair people can get away with this and would so love it to come to an end finally

any help is much appreciated

Could you not "sell" the debt to a collections agency? You might not get everything back but you could get a reasonable amount and get rid of the hassle. (I might be talking keich here of course - this option may not even be available. Just thinking out loud).
