Advise please about Iphone4, turning roaming off but wanting to use wifi in europe

Hi Everyone,
I really hope you clever people can help me, my mum has an Iphone4 and is currently in France, I told her to switch roaming off as I had heard peoples horror stories on here about huge bills.
She wants to use the internet mainly for facebook and emails and has WiFi enabled but it is constantly saying there is no service, what I want to know is can she use the free wifi services in McDonalds and Starbucks in Europe without turning roaming on and being charged? Also why is she getting no wifi service at all, she has just informed me she is in a wifi hotspot and cant understand why its not working
She will be away until end of November and likes to keep us updated through Facebook.
