Making a complaint against PayPal

Dear All
I have a complaint against PayPal that has been going on for over a year. Their infamous customer service department refuses to admit there is a problem so I am now forced to go to a third party to get it sorted out.
Who would be the appropriate body? The Financial Ombudsman in the UK or an equivalent organisation in Luxembourg where their head office is based?
