Waiting for CSA for over 18yrs !!!

I have been waiting for 181/2 yrs for the csa to get maintenance from my ex partner to no avail, I have made repeated calls to give information but feel that my case has just been pushed around without any one chasing and now have been told because my ex is suffering with stress nothing can be done. I am so annoyed they have allowed this man to play the system for over 18 yrs and feel completely lost as to what to do. Can anyone help please with some advice ?
