Ticket appeal help needed

Hi really need all your help wih this one.
outside my house the road is residents parking only. There is a square area which is free parking ad is where I always park my car. this is owned by my housing association L&Q. Yesterday morning I parked my car there as usual, came home to find my car had been lifted into the road and I have now been issued with a ticket. L&Q have know about theses works for ages but neglected to tell any of the residents. I'm not the only one in this position but wondering how I go about appealing as im dealing with two different bodies L&Q and NCP
any help would be much appreciated

Is it from Lewisham Council, does it have their logo at the top and mention of Traffic Acts?
Is it called a PENALTY Charge Notice or a PARKING Charge Notice?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If it is a real Penalty Charge Notice from a Council (rather than a fake one from NCP*) then you do have a defence, as do your neighbours:
''The vehicle had been permitted to remain at rest in the place in question by a person who was in control of the vehicle without the consent of the owner.''
If it's a real Council PCN then post a picture in a new topic on pepipoo forums of both sides of it, all small print, all times/dates/location visible (just blank out the car reg and PCN number):

They will help you through the appeals process. Tell your neighbours that, as long as, like you, they follow the appeals procedure and miss no deadlines then they should not have to pay the PCN even if it means going to an adjudicator over it if the Council will not play ball.
(*of course if it's a Parking Charge Notice from NCP then IGNORE THE SCAM).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you all so much for your advice, it was a real ticket from Lewisham Council, I wrote a email of complaint and CC'd the local paper and hey presto London and Quadrant are going to pay it :jStarting this comping thing again wish me luck0

Thats a result:
It has to be said, that local councils have given birth to private parking scammers by using stupid PO box and fancy titles such as charge services po box
