Exchanging Foreign Licence for UK Licence

Can anyone help?

My partner had a full Guernsey licence. It expired about 4 years ago. From what i can gather he should be able to exchange it for a full UK licence as long as it hasn't been expired for more than 10 years.

We didn't know this information until recently so he applied for a UK provisional and uses that to ride a motorbike to work etc.

Would he still be able to fill out the form to get a full UK licence or because he applied for a provisional will that mean he can't? I can't find any information regarding that on the DVLA's website.

Any advice appreciated. Thanks.
