if they can get virgin cable then they can just get BB on a 9 month contract, and because it is BB only you are not wasting money having to pay for a phone line or TV.
linky so that would work out at £57.25 (including the £40 install fee) each for the entire 9 months BB, one of them would have to have the contract in their name (usually the one who is best with money) and if I was them I would collect all the money for the contract at the beginning as you know it is a fixed cost and also negates the whole once a month going round and collecting the money to put in the bank account so it can be taken by DD

Not enough info. Is there already a landline or cable supply at the property?
If not then they'll need one or the other for any fixed line broadband.
Without those, the only alternative is mobile broadband via a dongle.
Do an exchange search on https://www.samknows for the available LLU providers if they are looking at ADSL broadband. No free lunch, and no free laptop
