i have a friend register and they were banned because we shared the same laptop. ip addie and when i reported a troublesome user impersonating a well established forum member, reports are sent and a pm is send, read and ignored, thanks ?

Your friend would not have been banned for having the same IP address as you.
This forum welcomes users to have multiple id's; I don't use them but I know many people do use multiple accounts.
Your friend should refer to the sites terms & conditions, and forum rules. Having the same IP address as you is not an issue as multiple user accounts is permitted.
AE/clone accounts are not permitted. Sometimes people are PPR'd if they use the same IP address as a previously PPR'd person. (but you are not PPR'd)
If still confused, she could also try emailing the forumteam, but they may not give her a response ... again the forum rules explain why this may be so.
As for alerting a post/user, then use the report button (or send an email). Even then, do not expect to get a personal response. Action may have been taken that you were unaware of, or it may have been deemed by the forumteam that insufficient evidence existed to substantiate the claim. Remember they have access to more details that you see, and need to be wary of incorrectly PPRing an innocent new user.
But rest assured your alert (assuming it was done in the correct format) was read and considered by the forumteam
