Outlook Express Problem

I am using Outlook Express 6 and, whilst I receive emails without problem, I cannot send any. As soon as emails are received an error message comes up and, even though there are emails in the outbox, no emails get sent. The text of the message is as follows:
An unknown error has occurred. Account: 'pop.ntlworld.com', Server: 'smtp.ntlworld.com', Protocol: SMTP, Server Response: '421 aamtaout03-winn.ispmail.ntl.com connection refused from [90.211.71.73]', Port: 25, Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67
My email account is with Virgin Media (an ntlworld address).
I have spent many hours searching for a solution without success. Please can someone help?

Phone the Virgin helpdesk. They are changing the old NTL accounts so get advice on what you need to change in the OE6 account settings.0

Try changing the mail server settings in OE to:
Incoming mail server (POP3): pop3.virginmedia.com
Outgoing mail server (SMTP): smtp.virginmedia.com
