Southwark Council not responding to proof of address query.

i suspect that the reason the 'jobs worths' told you that they can only accept ctax bills or tenancy stuff is because you could be any old person just registering things at that address in order to get parking permits for an address which isnt yoursyou say you live there and yet seem to have no proper proof that you are entitled to (not just registered with other companies) live there by way of tenancy or ctax
the others are right. if you are renting a flat or exclusive use of a property ctax is your responsiblity. if for whatever reason your landlady is paying this, when they find out that you are the liable person they should change the liability from the date of your occupation, refund her that money and then ask you for it. you had better hope that your landlady gives you her refund.

It may sound odd but the council are under a duty to ensure that there records are correct as far as the law is concerned - if this involves changing records and backdating then they are under an obligation to - most will cut corners and, unless the landlords complain too much , and go back to the start of the current year, but that is technically wrong.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -
The Southwark Council regs say this (below) for proof of address for a street trader's licence, I'd imagine the same should apply in your case, so Thames Water and Npower should be sufficient.
'Council tax bill or tenancy agreement as proof of address. If you do not have either of these, the council will accept two utility bills. Mobile phone bills will not be accepted as proof of address'.No free lunch, and no free laptop0 -

Yes thanks, I found that site after Id been turned away.
That's where I got the two email addresses in my initial post.
I've sent 3 emails now and not heard anything back. I would like an official response and not to be continually ignored.
Who do I now pass this on to? Do I need to contact the elected for Southwark? (ie Simon Hughes)

Phone them up, as already suggested.
You can ask them that question when you do.

we dont know, as we are no the council but if they are the rules then that is what is required
regarding your tenancy, do you each have a separate tenancy with her where you just rent the room and she is responsible for bills and ctax, or do you have a house share, ie you are all joint tenants of the property?0
