I am a bit unclear but am I right in thinking that you want to charge your friend half the amount you are charged in rent?
If so then you are their landlord and they would have an agreement with you. They could claim Housing Benefit on their rent but it would only be based on the Shared Room Rate. If you are on HB, then yours would also reduce to the Shared Room Rate.
You are the liable party for Ctax and your friend wouldn't be added to the bill as not considered liable in the heirachy. You would need to include any amount you want them to pay towards the Ctax in your charge for rent.

I very much doubt you'll be allowed a lodger in a 1 bedroom property as this would make you intentionally overcrowded, can't see them agreeing to that,
and if she's not on the tenancy then she can't claim housing benefit...

Yes. And half the rent would only be about £145 a month which is well below the LHA shared room rate. THanksOnly after the last tree has been cut down,
Only after the last river has been poisoned,
