Council tax debt

My partner has his wages arrested every week for council tax debt, this has been on going for a while and I am not sure which years this is for. as this was accrued before I moved into the property. I moved in around 2008/2009 and I am paying off arrear for 2009 at £50 a month and this is due to finish in December.

WE have since moved to another property and paying council tax monthly as requested.

Shall we now be liable to pay off more of the arrears which my partner is getting his wages arrested for? Or if it was before I moved into the property are they only able to arrest parteners wages as they are doing just now.

We are in Scotland if that makes any difference? thanks fro your help.
