Basically I just turned 16 (very late birthday I know) and I decided to go to barclays to change my account to the 16-19 account. The lady told me that this happens automatically? Can anyone verify this for me or is it just her being too lazy to do her job? And if it does, when? to be perfectly honest it is such trouble not having features such as online banking.

It should happen automatically. Not sure about the time span. Try asking another person in branch, or call telephone banking.
I believe having online banking is good, so you could keep track of transactions and spending. Ask the branch staff to register you for online banking.0
