PPI with different company to loan?

In Jan '09 I bought a car from a main dealer and used there finance (provided by Black Horse). I also took PPI which was a separate direct debit from CardiffPinnacle (part of BNP Paribas).
I've recently cancelled the PPI because I paid off the finance early - no problems there and they even refunded the most recent payment. However, when I went to stop the PPI direct debit in branch my bank said I should try to see if I could reclaim the PPI, hence why I've looked on here.
I still have my account number for the PPI but will write to CardiffPinnacle to get my T&Cs using the word doc on the main guide just to be sure. My question is should I be sending the consumer questionnaire to Cardiff Pinnacle or should it go to Black Horse?
Is someone able to clarify?

Hi there
You pursue the ones who set up and sold you the account, these are the ones responsible.
So in your case its the dealer, you send the reclaim questionnaire to the head office or complaints dept if they have one, good luck.

You clearly knew about the policy because you cancelled it when the loan was repaid and, since you were paying each month it was not a single premium added to the loan.
So what information does the bank clerk have about you to make them believe it was missold?
Or were they simply inciting you to commit fraud?0
