Lost package - who is liable?

I live in an apartment complex and ordered some items online.
The seller provided tracking information, which confirms they were delivered (and signed for).
However, the concierge cannot find the package anywhere.
Is the concierge liable to reimburse me for this "lost" package? Or is it just down to me?

Is there a proof of delivery with a name and signature? If yes, whose name and signature is it?0

Depends if your concierge actually signed for it or if it was mis-delivered to another complex.The man without a signature.0
