I would suggest that v£35 per month is extremely low for a property with storage heaters (even if it is a small 1 bed property).
It has probably been increased to £108.00 per month now because she fell into arrrears on the Direct debit scheme because £35.00 per month was not enough. Having said that, NPOwer may be able to reduce the monthly payment to a degree so that any arrears are clawed back at a slower rate (but meaning it is affordable for your mum).
Having said all this, was a meter reading taken when your mum moved into the house? Does the initial reading used on your mum;s first statement dor this address match up to the initial starting reading that was taken?0 -
