how to stop whistling in a outdoor vent?

Hi there,
We have dampness problems that we are about to get fixed by renewing roughcast. But because the building has been damp for so long (its a long story so i'll try to keep it short) it has been suggested that where we have old unused flues(3 of these) where the water has collected and trapped over the years, We should vent them outside by getting a builder to use a hole cutter and place a vent over it so the air can circulate to help dry it out.

so my question is will it whistle as it is vented already on the inside and I'm guessing it will be draughty can we insulate it? thanks
